Define behavior of dep status when Gopkg.lock is absent #891
Description
We currently have an entirely unhandled branch in dep status - when Gopkg.lock is absent. This is probably best handled just by failing out immediately with a message that the lock is missing and dep ensure should be run, but other suggestions are welcome.
