Add use_arrow and arrow_config parameters to GoodPandas.__init__ so callers no longer need to instantiate DataFrameFactory directly. data_frames() forwards both parameters when creating the factory. create_from_profile() deserializes arrow_config from a plain dict when the profile YAML contains it. JIRA: CQ-105 risk: nonprod
