chroma: Fingerprint as backup to cheaper metadata matching

Once Chroma plugin is added, it is always used.  It be nice if it was only used 
as a back-up if no tags exist.  It could also be an option to use f the user 
doesn't like the results from the tags.  This would help speed up importing and 
make it more user friendly as I wouldn't have to skip all the songs and then 
edit the config to add the plugin back in then add them again.
