Integrate startup latency metrics into Clearcut and go/gemini-cli-dash #21161

What would you like to be added?
- Verify the startup time in telemetry.
- Startup time is recorded and successfully sent to Clearcut.
- New "Startup Latency" charts are visible and functional on go/gemini-cli-dash
Why is this needed?
We have received reports from several users regarding degraded startup performance. To effectively diagnose and monitor this, we need to instrument the CLI's initialization phase and surface these metrics on our internal health dashboard.
