This reverts commit 35b8067.
This seems to be generating SSL errors when the Cloud Identity API is called to check for group membership for privileged users, e.g.: https://paste.googleplex.com/4883557001592832 and b/494567346.
Also, this did not fix the issue the
oss_fuzz_cc_groupscronjob is getting (which was the motivation for the change), so it is not useful for now.
