What does this PR do?
CudnnLSTMlayer that wrapsjax.experimental.rnn.lstm. Implementation based on Add support for RNNs using library calls jax-ml/jax#13111 (comment)This PR cannot be merged until JAX makes a new release which fixes
jax.experimental.rnn, this will fix the test that is currently failing. We might have to increase the minimum required JAX version.
