I recently learned that it would be possible to automate such upgrades [with Renovate](https://github.com/eisop/checker-framework/pull/1504/files#diff-f82f7d36a61d22f640c25bdb8b0435bf9cb38679d99d5f460753fa668ee7cdb3R22). I wouldn't set up Renovate just for that, but if Dependabot appears unlikely to [support `rules_jvm_external`](dependabot/dependabot-core#2196 (comment)) for a while, then we might consider Renovate for updates more broadly.
