Wrong license for Noto Sans

The web page for Noto Sans specifies that the font family is licensed under the Apache License, Version 2.0, which is also what you see when you download the font family from Google Fonts as a ZIP-file.

In this repo, it is listed under the Open Font License, however: https://github.com/google/fonts/tree/main/ofl/notosans.

Is there an explanation for discrepancy?

My understanding is that the Noto website is out of date and a new version will include the updated OFL license.

The website appears to be updated however most of the fonts for Noto Sans and Noto Serif (NotoSans-Regular.ttf, NotoSerif-Regular.ttf... all of the eight except for NotoSans-Italic.ttf) still have Apache License, Version 2.0 in their Name table data. This is concerning because it raises legal issues as to whether the license documented on the website or the one specified in the table data of the file itself is controlling and thus which license's rules for usage, attribution, etc., should be followed.

Due to professional obligations related to providing what could be construed as legal advice, I cannot comment about many aspects of the issue beyond pointing out the discrepancy and requesting that some mechanism of clarification as to which license controls is added. Ensuring that the font files have correct license information in their table data, that the appropriate license is included with each download of a zip file containing one or more font files and a license file, and that some formal notification of the discrepancy, including which license governs if such a discrepancy exists, be added to the website and included in any zip file containing the files that is made available for download until the font files can be updated.
