Add the command in GAPIL, and also use it in state rebuilding. The GAPIL changes breaks gfxtrace files backward compatibility, so this change also increments the capture version and updates the sample trace used for smoketests. Bug: b/194480392 Test: capture an ANGLE trace replay doesn't crash anymore
