Bump version of go-github library

This PR is in preparation for release v35.0.0 as requested in srvaroa/labeler#13.

This release contains the following breaking API changes:

• Fix invalid response and rename ListPlanAccountsForAccount (fixes #1270) #1827
• Update hook_id to int64 #1838

and the following additional changes:

• Support numeric public key ids for actions #1836
• Add Workflow and WorkflowRun to WorkflowRunEvent #1840
• Update document links of event types #1842
• Add support for pull_request_target webhook event #1844
• Add support for environments and environment secrets #1847
• Add Support For Millisecond Timestamps #1850
