Server responses specify ISO-8859-1 character set when response is UTF-8

My iPhone's name has a ’ (RIGHT SINGLE QUOTATION MARK / ’) character in it.

In the debug proxy, this appears as ’. It appears to be sending UTF-8 output, but the server is misrepresenting it as ISO-8859-1.
