Implements the GetVulnById handler in the new Go API, matching the logic re: aliases that the Python API has.
Also set up the VulnerabilityStore & AliasStore in the GRPC runners.
Next will be Query/QueryBatch, but there's lots of code that goes into that, so I'm doing it separately to be more reviewable.
