The current structure is creating too much spam and pain
after the move to github. Change as follows:

  • GitHub CODEOWNERS: the whole team owns everything.
  • OWNERS: ditto, with the exception of:
    • Keeping a few exception that are required for the chromium rolls.
    • Keeping OWNERS in ui/src/plugins, until we find a better solution.
      For now ui/src/plugin/** is allow-listed in CODEOWNERS
