Quickshare tile does not automatically turn on Bluetooth and wifi

Describe the bug
In previous versions when you would use the quick share tile to automatically go to the receiving part It would help by automatically turning on Bluetooth and Wi-Fi and then automatically turning them back off when you leave the app. Assuming that they were not already on.. This is useful to save clicks however it appears that it's supposed to do that in the new one but it does not. It seems to be having trouble

To Reproduce
Steps to reproduce the behavior:

1. turn off Wi-Fi and Bluetooth
2. Click the quick share tile
3. View that there's a button to turn Bluetooth on but it does not turn on automatically
4. Click the visibility settings button
5. Go back without changing anything to the previous receive part
6. Bluetooth now turns on automatically until you leave the app. Showing that it is a feature meant to happen
