I have no idea the state of the test suite on Windows. subprocess32 was never intended for use there but some people are using it. Having CI setup may at least allow a way of validating potential pull requests.
It wasn't working as configured, not worth figuring out right now.

This at least provides some way to see what happens on Windows despite
subprocess32not intending to be supported there. PRs from people fixing things for use on Windows can be validated this way.
