These tests were broken because opcode line numbers changed in 3.8. Additionally, the 3.8+ tests in test_decorators were running in target Python 2 because the skip* methods check the host version. Since the py2 tests are the only ones for which host != target, I simply moved the tests into py3.test_decorators rather than attempting to fix the skip logic. For #440. PiperOrigin-RevId: 327682525
