This change makes it so that * Type inference stores complete constexpr "results" for ProcDef constructors. * There is no need anymore to traverse ProcDef constructors in IR conversion. * Spawns of ProcDefs can be enumerated in a fashion similar to spawns of legacy procs, but simpler. Note that in the current stack of changes, we do not yet support parametric procs or channel arrays. PiperOrigin-RevId: 912014798
