update bigquerycontrol quickstarts to use GA link target #14891
Description
The quickstart-cmake build uses the most recent release of google-cloud-cpp from vcpkg, which installs bigquerycontrol as experimental-bigquerycontrol. The quickstart-bazel build uses the latest release from github. The quickstart targets have to remain as the experimental ones until these catch up.
