The coverage build is running on Ubuntu 14.04: possibly because codecov.io scripts do not work on newer platforms or they do not handle newer compilers well.
The integration tests are disabled on that platform because the go version is too old: possibly because we used to compile the bigtable emulator from scratch, but now we install the version in the Google Cloud SDK.
In any case, we are missing coverage information from the integration tests, i.e., the coverage is better than reported.
