[sdk-platform-java] Graalvm tests are failing because Cloud Build triggers are not migrated

See tests errors in java-bigtable that graalvm images were not released as part of the sdk-platform-java release.

RuntimeError: Failed to pull image gcr.io/cloud-devrel-public-resources/graalvm_sdk_platform_a:3.59.0.

This is because the Cloud Build triggers are not updated to point to google-cloud-java after monorepo migration.

I manually added 3.59.0 Docker tag for this time.
