Protos don't seem to be auto-pushing

I'm fixing it manually with this: googleapis/nodejs-pubsub#2134

But I want to make a tracking issue in case it keeps happening.

I think the situation is probably going to clear up after the manual fix and moving to the monorepo. Closing for now.
