Enforce users to provide --region flag #525
Description
Instead of requiring --zones we need to enforce users to provide --region flag. This is currently not possible due to missing --regions in pipelines_tools.
Also we cannot switch back to gcloud genomics pipelines run command because "gsutil copy logging step" still is not fixed.
This issue needs to be addressed before the next Variant Transforms release.
