Add setting to optionally exclude folders containing an empty .ignore or .komgaignore file from scans

Simple logic. Any folder containing an (empty) file like .ignore or .komgaignore to be excluded from scanning. Can be optional setting. Present in various metadata/media self-hosted manager projects like jellyfin, kavita, etc.

Current way of maintaining exclusion list in Komga database/settings is fine but an additional simple file based approach would be helpful.
Some cases:

1. Assume Komga got reset or something but don't remember list of folders you excluded in settings.
2. You reorganize(or plan to reorganize) or move/rename excluded directories.
3. You have a large list of exclusion directories.

There are individual workarounds but requesting this feature in case it is not too much effort. I can try to contribute it if it's okay.
Something like:

if (dir.resolve(".ignore").exists()) {
	return FileVisitResult.SKIP_SUBTREE
}

near start of Files.walkFileTree. My kotlin is weak(I know Java and few other languages) but this should work I believe.
