Conflict between Anchors and (MinHeight-MaxHeight)

1-Place any Component in a window with MinHeight ex:200px and (anTop,anBottom) in Anchors
2-Run and resize windows Height to smaller than Component
3-Back windows Height to original size
The Component will lose its original place

Note about Patch:
The Component can not resize during Anchors active . That's what LCL does
