Reduce build output verbosity

Reduces build output verbosity across the monorepo to make builds cleaner and easier to read.

Note that until #1239 is merged there are compiler warning errors that are not suppressed but will be resolved by that PR.

• Adds --quiet flag to hardhat compile commands in all packages
• Implements smart logging in interfaces build script (shows only actions taken, hides "up to date" messages)
• Suppresses compiler warnings from legacy OpenZeppelin contracts and external dependencies using hardhat-ignore-warnings plugin

Interfaces Build Script

• Implemented --verbose flag support (default: minimal output)
• Only shows actions being taken (compiling, generating types)
• Hides "up to date" and "skipped" messages in normal mode
• Full output still available via build.sh --verbose

Warning Suppression

• Added hardhat-ignore-warnings plugin to contracts, interfaces, and token-distribution packages
• Configured to suppress warnings from:
  • Legacy OpenZeppelin contracts (@openzeppelin/contracts/**/*)
  • External dependencies (arbos-precompiles/**/*)
  • Specific known issues (unused parameters in StakingExtension)

Token Distribution Build

• Removed verbose console output from build.js script
• Maintains same functionality with cleaner output
