This PR addresses https://github.com/gravwell/issues/issues/2239

This PR proposes...

  • Upgrade all third party GitHub actions to latest stable
  • Pin third party actions using a full length commit hash

  • Bug fixes only: minimal repro steps included on the issue (for PR QA + Release QA).
