Description
Updates the baked Velocity permissions plugin from 0.5.0 to 0.6.0 for environment-scoped grants.
The Velocity secret-consuming Docker build block also no longer enables shell xtrace. Previously, shell tracing could expand the GitHub Packages credential into build logs while downloading private artifacts. Errexit and nounset behavior remain enabled.
