Clean up the flag `GRPC_EXPERIMENTAL_XDS_ORCA_LRS_PROPAGATION`

The flag was introduced in orca to lrs propagation changes in #12203. We set the flag default to true in #12836 and since then, it serves no purpose. We should clean up the dead code and fully delete the flag after default behavior is stabilized.
