Consider:
URI uri = URI.create("file://?#");

// These getters distinguish null from empty, as documented.
assertThat(uri.getPath()).isEqualTo("");
assertThat(uri.getQuery()).isEqualTo("");
assertThat(uri.getFragment()).isEqualTo("");

// These getters do not, unfortunately.
assertThat(uri.getAuthority()).isNull();
assertThat(uri.getHost()).isNull();
https://datatracker.ietf.org/doc/html/rfc3986#section-3.2.3 says
  port = *DIGIT

and #section-6.2.3 explicitly lists http://example.com:/ as a valid URI.

Behavior now matches java.net.URI.
