We might want to add a palette colour for this in paletteDeclarations to allow for dark mode support when we get to it. Not a blocker for this PR though

What does this change?
This adds a
HostedContentDisclaimercomponent, containing the disclaimer text regarding hosted content that needs to be displayed on these pages.Why?
This is part of the ongoing hosted content migration work, and replaces the 'about' dropdown on existing hosted content pages. The UX of the existing component is considered less than ideal and this conveys the same required information in a more straightforward way.
