THIS IS A BREAKING CHANGE. OLDER MIXER CLIENTS WILL STOP WORKING.
revised object model for the mixer service configuration.
For testing, I just built the istio.io/mixer unary branch with my changes in istio.io/api branch. It built without errors, that should be sufficient testing.

Now there are only Constructors.
