I think it would simplify things to put the WWer email in the TXT trigger file, instead of manipulating file ownership. If there is none, still use ownership, so WWers can still just put an empty trigger file in push.
Can do the same for Workflow, email is already in the JSON. The ownership handling could then be removed from WF,
