feat: include remote dispatch context in agent runtime report

Summary

• Added optional remote dispatch result ingestion to Agent Runtime Reliability reports.
• Preserved plan-only remote dispatch context in JSON/Markdown/text output.
• Updated docs and tests for remote worker selection and retry/fallback evidence.

Validation

Notes

• Remote dispatch remains file-based starter evidence, not production remote execution.
• No existing Runtime result, compare, or deployment decision contracts were changed.
