Add Runtime Intelligence artifact smoke script

Summary

• add a local Runtime Intelligence artifact smoke script for the bundle/report/CI gate chain
• verify the script writes the expected file-based artifacts and preserves the EdgeEnv handoff marker
• document the smoke in README and Runtime Intelligence docs
