report: surface operation risk summary markers

Summary

• show EdgeEnv-preserved Orchestrator operation_risk_summary markers in the Runtime Intelligence Risk Summary
• update the committed Runtime Intelligence smoke fixture and artifact gate so the marker cannot disappear silently
• document that these markers are navigation context, not comparability fields or deployment decision overrides
