Highlight Jetson EdgeEnv preservation in Lab risk summary

Summary

• add a Runtime Intelligence Risk Summary row for Jetson/device-local EdgeEnv preservation runs
• surface preserved run id, device-local source, producer stage, event count, tegrastats resource source, and queue marker without changing JSON contracts
• cover Markdown, HTML, and Runtime Intelligence smoke fixtures
