Batched Rust module split refactor

Summary

• split admin graph predicate service and dreaming review queue policy into owned modules
• split entity memory build, consolidation proposal types, work journal types, and CLI args into focused modules
• preserve existing public DTO and command surfaces while tightening internal module boundaries

Validation

• RUSTC=/run/current-system/sw/bin/rustc cargo make fmt-rust
• RUSTC=/run/current-system/sw/bin/rustc cargo make check
• final local check: 403 tests run, 403 passed, 92 skipped
