Publish musl Linux release binary for Tails

Summary

• switch the Linux release target from gnu to musl for better Tails compatibility
• keep the release trigger and bare binary artifact shape unchanged
• document which release asset to use on Tails

• cargo make checks
• ruby -e 'require "yaml"; YAML.load_file(".github/workflows/release.yml"); puts "release.yml ok"'
