Align Voxit checks and dependency workflow

Summary

• align Voxit Makefile and language workflow structure with the Rsnap-style check system
• normalize Cargo dependency style and roll compatible Rust/GitHub Actions dependencies
• remove release hash generation and checked-in GitHub rulesets
