Refactor account utils

Account util is a jumbled ball of spaghetti, and it's causing some weird links in the test database including:
- volunteer account linked to a volunteer and staff document
- hacker account with two role bindings
- who knows what else

Refactor test accounts so that it becomes scalable, and not spaghetti
