HCK-14622 [Bankinter][BigQuery] Add support for alter script of delta model while avoiding drop statements

Technical details

1. A few SQL statements use the old entity name.
2. Refactor relationship filters - use shared method.
3. Precision can be changed only when it was set before. Scale shouldn't be less than the previous value.
4. Scale can be changed only when it was set before. Precision should be set and shouldn't be less than the previous value.
