GovernDiff is now public: a local-first CLI and GitHub Action for reviewing policy changes across digital PDF, DOCX, HTML, Markdown, and text.
It aligns moved, split, and merged clauses, then runs deterministic English/Chinese checks for changes to duties, permissions, scope, authority, deadlines, thresholds, exceptions, definitions, effective dates, and cross-references. Findings keep their before/after source evidence and confidence reasons. No document upload or LLM is required for the core flow.
