Console output appears even when not configured

Default behavior is to log all info to console, but if a monitor is configured that doesn't include console, then I expect the console not to output data.

I certainly can, but it sort-of works. My expectation would be that if there is no 'console' subscriber that nothing would go to console. Since console is the default, when the default is merged with no input from the configuration, it chooses all the defaults and continues to log to console. The secret is to pass an empty array in for console. My opinion is that it should do the same if there's no 'console' in the configuration.
