First release under the name argrouter (previously published as thriftllm).

• Cost engine: per-request expected cost with output-length forecasting, tiered and cached rates, reasoning tokens; unpriced models raise instead of costing $0.
• Provider selection for the same model under a quality floor (quantization, uptime).
• Router inference API (argrouter.router): picks the model and reasoning effort maximising P(correct) − λ·expected cost.
• RouterArena: 76.30 on all 8,400 queries (current #1: 76.28), rule-compliant run. See README.
