Bumping pipeline to node version 20 in preparation for Docosaurus migration to 3.9 which requires it in this PR:

Problem:
PR: #945 bumps docosaurus to 3.9 which requires nodejs version 20. We first fix the pipeline so PR can be ran on nodejs version 20 and verifying site will build.
