Can we have go-netaddrs support for retry_join similar to Nomad ?

Feature Description

I would like to have go-netaddrs support for the retry_join in the consul.hcl files similar to Nomad.

Use Case(s)

This is a service discovery feature. This allows better flexibility for on-prem and LAN deployments. The LAN gossip is not sufficient and requires specific start order for agents to work.

Iam also looking for a way to auto-discover servers on Hetzner Cloud and saw that Nomad is supporting go-netaddrs which can execute a bash script to return the addresses. This is a nice idea.

So +1 for implementing this in consul too.
