Ok, so this is semi-blocked on the fact that there aren't working cabal-install-3.14 (which relaxes build-type: Custom bounds for Cabal and GHC-9.12.2).

While it's not really relevant for random-1.3, I cannot regenerate CI setup to use GHC-9.12.2; so I'd rather postpone until i can do everything at once; once again.
