Describe the PR

  • Tested lpc15 working, it can still has issue getting usb started, probably due to some PHY, clock setup stable/delay issue. walkaround is flash it a couple of time until it works. Will look further later on if there is a need.
  • Move lpc15 into its own family

close #196
