This all looks good to me and makes sense insofar as it corresponds to what's happening in https://github.com/mlibrary/platform-engineering-workflows/. I'm happy to start giving it a try.

Added both a Deploy action and an Update Image action. Also made minor changes to the Build action which now outputs the image that it's building for the Deploy action to consume.
