Reasons for changes

It would be really nice, if when you change a rule you explain why. There has been so many things that I thought was broke but then when it came down to it, it was an ultracite update that turned a rule off or on with no explanation why it has suddenly changed.

One example we wasn't supposed to use console the next day using console is suddenly fine with no explanation

We cant just have our lint rules constantly changing because we want to update our biome version
